National Energy Board Headquarters Fit-Out

The National Energy Board (NEB) is Canada’s federal energy and safety regulator. The tribunal, founded in 1959, oversees the safety and reliability of each phase of an energy and infrastructure project from approval to construction to operation to abandonment. NEB Headquarters are located in Calgary, Alberta with a staff made up of highly skilled engineers, environmental specialists, auditors, inspectors, legal, and engagement specialists.
After outgrowing its previous location, the NEB relocated in June 2014 to four floors (157,476 sf.) of the prominent Centre 10 building located in the Beltline district of downtown Calgary. SAHURI + Partners was commissioned to complete the $10 million fit-out design and integrated the Government of Canada Workplace 2.0 Fit-Up Standards to the design. Therefore the headquarters are characterized by open, flexible, and dynamic workspaces. In order for the complex special purposes spaces to get a head start in the move, spaces such as the Library, Hearing Rooms, and Conference Centre were initially relocated during the first phase; while the rest of the design and phased construction was completed.
The first phase also included offices for the Executive, Legal, and People & Communication departments, as well as the Print Shop and Central Records. The second phase of design and relocation included the Emergency Operations Centre and other major NEB departments. This phasing accommodated minimal disruption for clients and staff in the transition. Special attention was also given to overall building security and vulnerabilities of the building were analyzed using RCMP security protocol.
The design included utilizing steel mesh and plenum barriers in the wall construction of all secure rooms, security film on all windows, card reader access control, and CCTV systems and duress alarms.
